This executive order was theater. It can't actually stop states from regulating. Big Tech wanted federal preemption anyway—this just delays the inevitable.
The story everyone's missing: Trump can't actually block state AI regs with an executive order. States do what they want (see Colorado privacy law, California AI rules). So why announce it? Because Tech lobbyists wanted federal preemption and got a performative gesture instead.
Reality: states will keep regulating. Feds will eventually step in with something weaker than what Blue states want and stronger than what Red states want. This pause changes nothing—it just gives everyone time to launder their positions.

If you're building AI products, assume state-level compliance is coming. Plan for fragmentation, not federal rescue.
