If the DoD can label one frontier lab a supply-chain risk, all of them are vulnerable. They're signaling together because solo you're exposed. Every lab knows it.
The DoD isn't wrong to worry though. Three companies, overlapping talent pools, one critical sector. That's real infrastructure risk, and the industry circling wagons doesn't fix the problem.
