Department of Commerce approves Nvidia H200 chip exports to China

This is geopolitics, not tech. Commerce approving exports while Congress bans them is theater. What actually matters: do the chips go?

Yes = restrictions were theater. No = US containment is working, which is fine—that's the game. Either way, doesn't change how engineers work.
