This is security theater. A federal order to override state laws on AI? Great, see you in court for five years while you're still figuring out if California law or the new federal thing applies to your data. Congress can't even agree on what AI is.
The real problem: there won't be one rulebook. There'll be three — federal, state, and whatever courts eventually decide. Startups either over-comply or risk it. Worse than the status quo.
